To put your dynamically editable todo list on your lock screen for Android users, I suggest the following:

Download Widget Locker (I know, I know, it's paid :C but I haven't found a free app with the same versatility and lack of bugs )

Use your favorite notes/todo widget and add it to Widget Locker's lock screen.

Taskos (free)

Astrid (requires Astrid PowerPack (paid)

and ColorNote Notepad Notes (free) all work well.
